Hello Albany!

I am Alex Johnson II. I am running for a second term as Mayor of our Albany! If you elect me to serve as your Mayor, I commit to being accessible, approachable and responsive to ALL of Albany’s Citizens. I will lead by example by being accepting and open-minded when concerns and issues arise that requires your City Council to act on your behalf. I will establish and continuously maintain a collaborative, engaging and transparent City Government. I will strive to build consensus and seek out and actively listen to ideas to improve Albany!

Moving Albany Forward

Alex is working with focus and purpose to ensure continuous improvement, scalability and sustainability of Albany’s infrastructure and vital services to ensure a safe and family friendly Albany.

Albany is a wonderful place to live and raise a family, age in place in your later years or start a family in a friendly and welcoming community. However, like other cities across our nation, we are experiencing a housing shortage.

The last two years wreaked budgetary havoc in every community in the United States. Albany was not exempt from the impact of COVID-19 and its variants. However, we were able to make the necessary spending adjustments.
I am a strong proponent of economic development in Albany. Since taking office, I have actively sought to increase the number of living wage employment opportunities in our community.
Albany’s infrastructure continues to age and deteriorate as inflation rises, skilled staffing is getting more expensive to hire and retain. More importantly, materials are significantly more expensive and scarcer than they were before the outbreak of COVID-19 in 2020.
The Albany Police and Fire Departments has my heartfelt admiration and full support. As the oldest son of a retired police officer, I wholeheartedly believe our communities protection and safety is a priority of the City Council.

I strive to represent my community with the class and dignity expected of an elected official. I am available to any Albany citizen that reaches out to me for a conversation or communication of a concern.

Housing Affordability

We must be creative in how we work together to grow and build various housing types including the “Affordable Housing” needed to ensure everyone has an opportunity to live in a dwelling best suited to their needs. More importantly, we must address overall “housing affordability” to enable our community to effectively create housing for those experiencing homelessness or housing insecurity.

I established the Housing Affordability Task Force (HATF) to address those concerns. The HATF serves as an advisory committee for the Housing Implementation Plan. The task force is comprised of stakeholders representing business, industry, non-profits, and local leaders. One goal of the HATF is to analyze every aspect of our housing apparatus with the goal of creating developing systems and processes that will enable builders and developers to build housing for every income level.

Things to know

  • Growth – We are growing! As you drive around the community, you will see new types of housing be erected in every Ward!
  • Tiered System Development Charges (SDCs) – SDCs based on the square footage of the dwelling versus a flat rate. The city collects SDC fees for Water, Sewer, Stormwater, Parks, Transportation. SDC rates are reviewed on an annual or biannual basis. Our previous methodology disincentivized the building of smaller homes. The new structure reduced the SDCs fees for dwellings with smaller footprints.
  • Hub City Village – Tiny Home Villages will become a reality in Albany in the very near future. During the next two years, Albany will have its very first tiny home community!

Fiscal Responsibility

City Council implemented a City Services Fee in 2021 with the goal reducing the fee as our revenue position improves going forward. It was a necessary step because property taxes are simply not enough to cover the cost of our vital services usually funded by our General Fund. The current we are experiencing and projected future growth will help increase revenue.

Moreover, we must continue to be fiscally conservative with our revenue and replenish our reserves to ensure we can weather any unforeseen financial issues in the future.

Economic Development

The following are a few examples of work being done to encourage employers and private investment within our city limits:

  • Albany Waterfront Development Project – The City of Albany’s waterfront will serve as a “beacon” for anyone interested in investing in Albany. The new waterfront will attract business and corporate investment. The urban renewal districts penultimate project is creating a beautiful waterfront space for our community and all visitors to our city.
  • Lazarus 3D – Lazarus 3D is a cutting-edge medical technology company that selected Albany to establish its headquarters last year. The adoption and use of their technology has the potential to revolutionize the medical industry worldwide. As a result, Lazaris 3D has the potential of creating dozens or hundreds of living wage jobs in Albany.
  • Oregon Freeze Dry – Oregon Freeze Dry OFD Bio|Pharma has been providing biotechnology and pharmaceutical companies with custom lyophilization (freeze-drying) solutions for over 20 years. Whether your product is pre-clinical, in development, in a clinical phase, or commercially available, we have a tailored solution for you.

Infrastructure

Albany’s infrastructure continues to age and deteriorate as inflation rises, skilled staffing is getting more expensive to hire and retain. More importantly, materials are significantly more expensive and scarcer than they were before the outbreak of COVID-19 in 2020.

Therefore, it is of the utmost importance for City Council to direct Staff to prioritize projects for completion and authorize Staff to utilize the ARPA and other Federal and State Pandemic relief funds to address our infrastructure needs as 0funds are made available.

As Mayor, I will continue to ensure our infrastructure is an ongoing priority for City Council. My goal is to improve our current infrastructure and ensure we are taking incremental steps to maintain or increase capacity to meet the demand as our population grows. I will ensure Strategic Planning reviews occur more frequently to ensure we are planning for the next 20-30 years.

Public Safety

The Albany Police and Fire Departments has my heartfelt admiration and full support. As the oldest son of a retired police officer, I wholeheartedly believe our communities protection and safety is a priority of the City Council. As Mayor, I have fully supported both departments by attending department and public events to ensure our public safety personnel know the City Council stands with them as they serve and protect us.

Engaging and listening to the community

I strive to represent my community with the class and dignity expected of an elected official. I am available to any Albany citizen that reaches out to me for a conversation or communication of a concern. I believe it is important for elected officials to engage and listen to members of their community. I have benefited from having hundreds of meaningful conversations since reciting my oath of office and I sincerely believe a community that participates in its government will be a strong and vibrant community. I sincerely enjoy connecting with people and building lasting one-on-one relationships.

As YOUR Mayor, I will serve the City of Albany by:

Improvement and sustainability of Albany’s infrastructure and vital services

Wholeheartedly supporting the completion of Albany’s Urban Renewal projects and sun setting CARA. I will aggressively pursue increasing reasonably priced tiered housing options to increase the amount of housing inventory available for all current and future residents of Albany.

Partnering with business leaders to ensure a diverse community

Acting with purpose to create opportunities for Albany to ensure our “unhoused” receive the resources, services and shelter needed to begin the healing needed to improve their quality of life.

Working to create an economic development and growth strategy to ensure Albany continues to progress and recover

Albany needs a healthy business community comprised of business from all industries, sectors and sizes to drive the creation of real living wage employment opportunities for our citizens.

I will strive to create fiscally responsible solutions to our successful economic return of our Albany.

Supporting the efforts of our professional staff in their development and empowerment

During this most distressing time in our history, I will encourage each member to bring new ideas and methods to ensure our Albany continues to grow in a sensible manner and maintain city services at the highest possible levels.

Fostering and strengthening meaningful relationships with Linn County

Including non-governmental organizations and neighboring municipalities in the Willamette Valley. Serving as Albany’s representative on issues related to the well-being of our Albany and its Citizens.
